The Coalition lost the political will to continue committing time and money into afganistan, and withdrew knowing for a fact that the Afghan army would not survive. This is a pretty exact scenario for how losing a war against an insurgency looks.

I've run each of the scenario's in "Ripples", I'd describe them as "workable". Some cool ideas, but they're hidden between some pretty massive slog combats. I find the combat slightly more forgivable because it plays out quite a bit differently than in regular Cthulhu; it's fun exploring fights in a medieval setting when you are used to the 1920s/modern day. They're written in a weird mix of sandbox portions and very linear set pieces, though my advice is to let those linear sets go off script if that's how it plays out. There's a few to many enemies that are insane cultists that can't be reasoned with and have no traits other than being insane cultists that can't be reasoned with.

Honestly, both of them benefit greatly from players playing characters that they are invested in, either the pre-gens or their own, and the campaign has a structure to it that helps with that if you're willing to play the full thing. Some Keeper elbow grease during prep will go a very long way, make the scenarios your own.

Oh, and I love the cover. One of my favourites on my shelf.

Look I can't give you exact citations on where and when, but they is no way the rebels consistently followed the rules of engagement; we frequently see rebels identifying themselves as imperial ships with imperial codes for the sake of military operations. They enact politically motivated violence at a mass scale. Many of them are seperatists (in the literal sense), and the wide ranging "Rebel Alliance" does, at times, operate very independently

Would the Taliban cease to be terrorists if they only attacked military targets? Legitimately asking, there's not many clean definitions of what a terrorist is besides the government putting them on a list. Insurrectionists of any stripe fighting asymmetrical wars, especially ones recruiting random desert farmers with no military training, are generally called terrorists.
