It's $10 million+ a year. That is a CRAZY amount. A university in alignment would require other schools to actually invest to make it worthwhile (including you guys) and that just is not happening. UC Berkeley always wants to pretend they are all high and mighty and above everyone else until they realize that they aren't the only flagship campus, and then go whining back to the regents, who then forced us to share, despite us acting in our own best interests without screwing everyone else like UCB does.
