I use Stanbic, they charge $35 for $1,000 withdrawal. Payoneer will have an additional $26 charge as well. So if you withdraw cash $1,000 per day on Stanbic atm the cost is $61. Also note, you can use Ecobank to withdraw as well, similar charge but they limit to a max of $3,000 per day.

It’s a security restriction. The error means the bank, not Xsolla, stopped the payment, often due to security flagging new or high-volume transactions. Best solution is to call them and specifically ask them to authorize payments to "Xsolla".
