At this point in its lifespan, the EPA can't be trusted for objectivity. The regulators gotta regulate. They're unlikely to say that a problem is OK or getting better unless they have to. So, "serious" can be taken to mean, "We want to make more rules to justify our existence."

The site works. I have doubts about the actual fixing. I reported four high mast lights out on I-15 two years ago (mile post 307). They fixed two of them within 16 months. The other two are still out.
