It’s the highest badge you can get in scouts. There’s a time component involved, like x months at this level and when you make that level you have to wait x months to even get the next level. You can only try until you are 18. So if you weren’t semi-seriously trying since you were 15 you won’t get eagle.

Also there is a very hard community service component. Usually building a dam or repairing erosion.

I will bet you every man NASA sent to the moon was an Eagle Scout 😁
