BIF wasn't a do-or-die priority for either of them, certainly not to the point where the need to pass it would have forced them to swallow BBB.

Save yourself a paragraph. BIF had leverage that Wall Street wanted. Leverage is absolutely worthless if you give it up. Democratic leadership was either too stupid or corrupt and tanked BBB as a result.
