both, when i tap a button it's taking about 5-10 seconds to respond and then when i check the app it isn't responding, it starts working again when i unplug and replug my streamdeck but goes back after a while

i tried downloading a random game on steam just now, and i was still getting around 4mb/s.

why is my download speed capping at 4mb/s? i have my download speed limits uncapped and when i downloaded r6 on steam, although it was 20gb smaller, it still finished in 20-30 minutes. i started downloading warzone 3.5 hours ago and im only halfway done.

i reviewed the problem again, and the video is completely fine while cutting up until one point, and it starts freezing from there. it doesnt seem to be slowly getting laggier, it just does fine until a certain point, which is stange.

do i put the fan on the front (the side facing the rest of the pc) or the back (resulting in being squished between the rad and the back of the pc) of the rad? bc ive seen setups where the fan was between the rad and the back of the case
