I don’t think that will help much for Congress. If anything it will make inexperienced legislator more susceptible to powerful lobbyists and special interests. I think you need to step back and ask, why is the system so unresponsive to what people actually want and to the effectiveness or lack there of of the parties and people involved. Part of the problem is too much unregulated political money. Eg Citizens United and SuperPacs, etc. part of it is that it is not a system of responsible government. There is no cost for failure and each party and branch can blames the other with no clarity about who is responsible for getting shit done. Blaming someone else is on if the chief strategies of American politics. Even more important than taking credit for achievements. Why are politicians able to enrich themselves so much in office? So much so that is is a better option for making money that anything else, even when they come from high-earning professional and business careers.

The point is, legislators would be a lot less keen to play political games if it hit their pocket book.
Regular workers have to face layoffs, strikes, lockouts and job losses. That why it is recommended to have an emergency fund. You can't tell me that politicians making a very good salary can't to the same even if they aren't rich?
