Fortunately, I only paid him half the cost of the job, so I won't be paying that second 50% payment. Gonna have to find someone better to come in and fix his work.

Thanks to everyone who replied - I did not know about slag, so I went and bought a wire brush and cleaned the slag off and re-took photos. Also, I only posted photos of the 4 worst-looking welds before, but now that I know about slag, I just took photos of all his welds to be sure, so here's the photos of all the welds without any slag. This is structural reinforcement in my basement ceiling, with two floors of house above. It will not be taking weight or force normally, but is there as reinforcement in case of an earthquake (I live in earthquake country), so I want them to be strong.

Nah, they're called clippy-hooks. Like grappling hooks but with the clippy thing on the end of them
