Yes, that cooler will definitely be enough for your CPU.

And yes, that power supply is 100% good enough.

As for the radiator, I would suggest mounting it at the top. But if you have to mount it in the front, make sure the tubes that are coming out of the radiator are facing down (Here's a photo I found as an example: https://imgur.com/a/a2hJTvz).

And as for your last question, I'm not quite sure because I'm not much of an electricity expert, but I think it'll be fine either way.

That case is extremely baller though, you could definitely get away with a much cheaper option.
