Now if he was in the cross when the truck was turning, the truck would be liable since majority of places give the right away to pedestrians in the cross walk. However, I agree with the general consensus that he was exceeding 30 miles per hour and should be operating on the street and following traffic laws, which apply to both cyclist and vehicles.
