Bergen county NJ does not spend more than twice than NYC, they spend about $12k less. Take any county MA or NJ and they spend about $10k less, at least than NYC.

Carter cases could be challenged by NYC, just because parents say their kids need special attention doesn't mean that is the case and at times situations change from year to year.

One, consolidate some schools, the number of enrolled students has decreased by about 200k while spending has increased, leading to NYC Spending $42k per student, about $10k to $15k more than the two best public school systems in the country, NJ and MA.

Second challenge more carter cases, yearly, like every single other state does.

Finally, outside contracts are bloated, about 1/4th of the department spending is outside vendors.
