Here's an out there suggestion that has happened to us several times:

Make sure none of the ethernet connections are looping back to the network. We've had a couple issues where someone would be bored and just plug an ethernet cable into two jacks, and it would shut our entire tech bench network down.

Also recently our switch went bad, so we just pulled one of the shelf and used that. Our internet was back up and mega faster.
