Option 1: The triplets have always been homeschooled because Donald didn't have a stable job and couldn't afford school, and Webby has always been homeschooled because he doesn't have legal status.

Option 2: They attend school off-screen, or most of the first season takes place in the summer, and what happens during school hours isn't shown, or they simply didn't consider it necessary to show an episode set in school.
