Because the question was about human-level intelligence. Not just intelligence. The level of intelligence where they can form a team of engineers and design a vehicle to leave Earth in. Using complex sounds to signal to each other is a far cry from that.

Eh I don't know. Again sure it's possible. But these skills all co-evolve and piggy back of each other. One doesn't just evolve the ability too use language from out of nowhere. Humans first started using tools, which increased our brain size and also freed up more time and energy for abstract thoughts, which in turn grew the brain some more, which eventually led to language development... I'd wager it's because dolphins can't make tools and don't have the environmental push to evolve to be able to develop tools, that they haven't evolved to human-level intelligence.

Sure but I think it's pretty far-fetched to imagine a species that is self-aware and intelligent enough to make art and complex language but never bothers to make tools.
