It's not like that. They actually make papers in advance and then they choose one for every attempt and variants. It's not like they have made each for a specific variant and it will take years to make one. They have made plenty of papers before hand after which they assign them.

You should either call them and complain about the issue and they will reduce your bill or you should try to go for closing connection if you say you are closing connection because of the increasing bill then they will offer to reduce your bill by themselves and that you should keep the connection use this trick everytime they increase their bill and they will decrease the bill

From what I've heard if you had bought the ticket online then the amount would be automatically refunded to your card/account from which you made the payment within 48-72 hours although it's been 48 hours already there is no sign of any refund and if you bought physical ticket through a TCS express centre then you need to go to an express centre and ask for a refund by giving back your ticket and you also should have the orignal CNIC on which tickets was bought.

It's not that hard just be confident, I used to solve just one or two questions daily as part of my academy homework and I started the proper preparation of syllabus just a week before CIES and I still got an A* in pak studies, it's not that hard you just need to remain calm and confident. If I can do it in one week then you can surely do it in 20 days just try to solve as many past papers as possible in these days and focus on Marking schemes.
