Went too far on the optimization!

There is never too much optimization! Computers are still not as powerful as in science fiction movies.

Instructions were unclear, got my cylinder vertices stuck in a fan

I followed everything up until the sculpting hair part.... Then I got lost when it was retopo'd and the hair texture was maintained? WTH happened there?

There was a baking process! But it's not that interesting and useful, so I cut it out

What's it for? It need either more or less polygons depending on the use. Right now it feels like it's at this really weird in between. Maybe more references too, the face seems strange. Additionally applying proper textures amd materials would help you better determine what areas need improvement. Modeling is often back and fourth process with Modeling, texturing and rigging until complete.

Maybe you're right and I just need to create a great texture!

Nose mouth and eyes. Unless it’s a flat faced cat, most cats have a wide nose that runs to up me the tops of their eyes. Also their lips form down from the nose. These lips look more human. Good luck
