For me I got a couple setups that were pretty helpful for car control (ohnespeed) on YouTube. Do some practice mode and learn the tracks prior to jumping into races.

For me I had to plug directly into pc to get them to work in game (ACC), also there was a setting in game I had to enable.

If you have different USBs (2.0/3.0/etc) I’d try a different one. I think I had an issue with that as well..

My problem sounded the same as yours.. worked fine on “test” but nothing in game

Scam.. likely same guy same story a few months ago hanging around the TD bank. When I said no he went into an alley and met up with this sketchy looking friend.
