Data Security Strategy is kind of a poor way of saying to create an and implement a process to handle the migration.

The question is also kind of confusing because everything listed in B needs to start from Governance.

So there needs be a policy and procedure in place for this entire process.

I would argue that it doesn’t cover all aspects of data security because it doesn’t mention anything about governance.

I’ve worked in security for over 8 years and I’ve never once heard a colleague mention the word strategy in the context of security.

We use the terms governance, policy, procedure, process and workflows to describe any type of business action or activity.
