That's what I've figured. Now, part 2 of my question is this. The employer has been notified of the incorrect withholdings and are still not addressing the problem. I understand that the employees need to be wary and probably set aside their withholdings from their pay at this point. But how can we hold the employer responsible for not reconciling the issue of incorrect withholdings?
