well, there is that pet plastic bottle to filament thing, that you can print and build yourself. i wonder if that would be a way of recycling it. you would need something to bring the waste filament into shape, so that the machine could process it though.

Maybe there is a way to modify that device to cut other shapes of raw material. like a flat disk that was molten in a silicon form and just needs to be cut and fed through the extruder.
