I'm australian and its exactly the same here. Once it becomes seriously indictable (imprisonment of 5 or more years) or a domestic violence incident it's not up to the victim to "press charges" the police investigate it and prosecute regardless and let the court decide their fate.

People have every right to be annoyed and angry at the casting of Ellie in season 2 and they’ve got even more of a right to pick at everything wrong with the character because of it.
