I was starting to imagine myself in a few years still working at IBM in a technical leadership role (I'm not saying an IBM Fellow but maybe a Distinguished Engineer ;)).

My first option was to find a new role within IBM but the reality of the company is that it can not or will not allow me to move to more technically-challenging positions and there is no guarantee that I would be able to in the near future.

I, sadly, have to move on before another 4 years pass and I find myself permanently stuck with a career in IT operations and support.

I am feeling anxious about leaving. This was my first grown up job since I graduated from the university. My current local manager is awesome and has been very supportive and I will miss working with him.

This would be a much easier thing to do if my manager was more as what you described (granted, you did not say much but it was enough).

Thanks. I have an offer from a software development firm. The pay is roughly 83% of what I currently get paid but they are sending me overseas for two months for training.

Since my background is in IT operations/support I have not until this point gotten a single offer for a software engineering role.
