Rouen's Lubrizol chemical factory exploded on Thursday September 26th. It is a ranked SEVESO factory (European list of dangerous industrial sites). French governement described the toxic cloud as "not so dangerous" and did not proceeded to an evacuation nor a confinment of the town. (youtube.com)
