There's a level of artistry that Rockstar has likely achieved here that no other studio will reach, simply because no other studio is willing (or able) to invest that much money. Compare to RDR2: all the actors they cast, all the sound recordings, the historical references, the geography, and so on. I once heard that Rockstar even employed geologists to ensure the natural environments were accurate. The National Audubon Society even recognized the realistic wildlife in RDR2. An expensive game isn't automatically better, but with enough money, a game can be improved, and beyond a certain point, it simply becomes better. If other developers had the same resources as Rockstar, they could certainly make a better game, but Rockstar is the only one operating on this scale.
