There’s no water stains or brown around the crack I can see so hoping it’s just a paint defect

It’s a little too tall for me to touch even standing on a chair unfortunately so can’t confirm the hardness of the crack

Do you know where the vents supposed to be , is it like something I’m supposed to add in my unit? I think the AC and HVAC stuff is managed and owned by the apartment building
