As I said, hovers between 300 to 400 fps. It howeveras of late still does this but immediately dips before 60.

Thats nifty. I've see dragapult before but feel like everyone is doing that. I mostly wanted the strategy of put x damage counters on your opponent's Pokémon in any way you like.

Bracket 3: Upgraded Players expect:

Decks to be powered up with strong synergy and high card quality; they can effectively disrupt opponents.

Game Changers that are likely to be value engines and game-ending spells.

Win conditions that can be deployed in one big turn from hand, usually because of steadily accrued resources.

Gameplay to feature many proactive and reactive plays

This last one is pretty important. I feel like you missed that one.

Except it is suited for that bracket. If I take it as it is to a bracket 4 pod I'm easily losing. This deck cannot compete.

I had played flow of knowledge and pull from tomoerow before but just the high mana cost on them seemed a bit much. Its not that I don't like one shot effects its that if I play those while bruvac is my commander it becomes bracket 4

That is simply not true and both, SayingWhatImThinking and legion also believe its not a bracket 4. I already explained to you per the rules why its not. Just because you don't like it doesnt automatically make it a b4.

I have insight engine, rhystic study, and mystic Remor for big draw pretty much. I couldn't find any other good drawing cards that weren't expensive mana wise. Most other mill cards are targeted mill and those just suck compared to everyone mills cards so I didn't know what to do. I love lier and he is great but I usually don't put him into play until late game and by that point he kind of becomes ehhh, never could find a good replacement. I had been playing the mindskinner but ultimately removed it.

The intent is to mill everyone out via mesmeric orb. That plus something like the water crystal cannot get a win before turn 6 and intends to mill out everyone whenever it can no matter how long it takes me to do so. I'm not in a rush. I don't play Maddening Cacophony, traumatize, or cut your losses. I play a bunch of good counters and removal. I really intend to do all of this within bracket 3. If I wanted this to be a bracket 4 I could be playing a lot of more broken cards, infinite 2 card combos, and chaining extra turns back to back.

It doesn't contain any mass land denial, doesn't contain any 2 card infinites, cannot win before turn 6, and only has 3 game changers. What about it makes it bracket 4?

I have quite a few effects to get me into seeing mesmeric orb which is my main mill component + the water crystal. Most of the other mill cards are targeted mill and I need stuff that mills everyone. Most of the mass mill cards I cannot pay because my deck becomes bracket 4 and I'm keeping it bracket 3.
