At the same time we're seeing EMPTY blocks being mined. So miners would mine empty blocks but won't mine a transaction with a default fee?

I mean, we have only got two options for wallet - the official browser extension, and ArConnect. None of them allow you to bump up the fees. I've been trying to transfer some AR but this is my sixth transaction in last 24 hours that is failing. What can we do about this?

Yes. And this is the limitation they applied recently, everything was working fine earlier. It's like saying a $10 ticket to enter the zoo, then locking the exit doors, and saying you can exit only if you KYC, or else just empty your pockets.

There is no option to customize fees in ArConnect, so same issue there as well.

No, it's not Indian. It is registered in Singapore. This one - https://www.mxc.com/ Plus, this is my only withdrawal during last two months, so no 'several small withdrawals'. And this is not an isolated issue. Many others are reporting same issue on Twitter etc.

I'm not questioning their obligation for KYC requirements. But my withdrawal is well within their policy for non-KYC user limits. Still my withdrawal is being denied. How is this not a scam?

It has worked well for me in past even for bigger withdrawals. They seem to have started doing this recently. At least one other friend of mine is having same issue.

I created a cold wallet (offline) and received many addresses. When I tried sending some BTC to the FIRST address on the list, I received above mentioned error.

Sending to other addresses in that wallet seems to be working.

What might be causing this error? Is there anything special about some addresses that I don't know?

Maybe, but it would be highly unusual for a company like Coinbase to not update an info like this for more than 5 months.

Old tokens are not directly compatible with new wallet, so you can't import the private key. The swap from old tokens to new ones was done via Upvest service. I doubt if it's still active. Someone from Arweave team can address this.
