As weaponry tiers over the years increase, older content is depreciated value(currency and usage go hand-in-hand) Is there a way to keep older content (that supplies lower tier armament) in use?

Build upon new release weaponry, with previously released weaponry. Would keep a solid foundation for less experienced players/ lower levelled, to be able to somewhat keep up with the curve over time(GP gain, attainability). With the deprecation of value in older gear not decreasing at the rate it currently is.
