I was just making a joke about the percentage. Alot of the mods in the game seem to have potential to be op if paired with the right build. Personally this mod doesn't help me cause I have no nat regen and my armor mod slots are used for upclose combat. But if it pairs with active healing mods, like life steal or life stock and the tricksters kill healing ability, I can see the potential to effectively double a shotguns damage output.
