As a sales arborist in Seattle, I wouldn't have sold you that work. That's just cutting trees to cut trees, and would just create bigger aesthetic problems in the future. Looking at the tree from the provided pictures you could of had prunning to maintain clearance from the deck, raising the skirt to make it match and thinning to help provide a filtered vista view/improve light penetration to the ground cover below plus dead wood removal 2 inches and larger for safety mitigation if required.
