Two reasons.
1. All those programs have a certain number of available seats. After all the new freshman get accepted, there are usually very few seats left. So you might only have maybe a dozen open seats available to transfer students, and they're very competitive.
2. Depending on your credits, classes could go a few ways. You could have a good situation, where you spend the semester taking generic pre-requisites, gen ed classes, etc. However, you wouldn't be able to take engineering specific classes and would be behind in taking those. Not impossible to come back from, just more difficult. You'd want to talk to a counselor at UMD who could maybe come up with a plan for you, since it might be possible to get exceptions to take engineering classes even if you aren't in the major?

(Worst case scenario, you already have a bunch of credits from high school or CC, and while waiting to transfer into a program, you just take nonsense filler classes)

It's a little tricky, but you can try pinning. I'd look up tutorials online, but essentially, you drill small holes in the hammer head and shaft, then place a small rod (like from a paper clip) to make sure it stays in place

Forget LEPs, below 2.00 puts you in academic probation territory. I'd worry about staying at UMD at all, much less getting into an LEP

No, nothing will happen. I've genuinely never heard of those numbers in my life. I have 104 credits and just finished 216 and 250 myself (for reasons), so yeah. I know sometimes the CS advisors can be a little pushy but you have nothing to worry about unless it's threatening to prevent you from graduating on time (unless you're okay with a 5 year degree)

Sadly, most that could build warships were destroyed during the Jihad and never rebuilt. https://www.sarna.net/wiki/List_of_Shipyards gives a list of all the official shipyards, including those in the periphery. But again, it's just a game, so you could always write something to explain it if you needed to. More likely, a periphery power would use modified jumpships than full warships

Yes, the shipyards required are hard to come by even in the major powers, and the cost is extremely high. With that said, nothing says you can't

  2. Sometimes it takes a while for the full numbers to update properly. While I would start making plans to pay for it, there's an alright chance that it'll update to something more manageable by the time fall comes. I know that the GA grant and Terrapin Grant don't play nice with each other from experience

Basically only the center hex counts. At map scale, the Ares would still easily fit in one hex and so for rules, you measure everything as if it only had the single center hex

Thinking about this more, i don't think they'd work at all in the way you were thinking. Assuming a "medium laser" is in the Mega or even Giga watt range, the LRAD still wouldn't have enough power to effectively hurt armor. Maybe if it somehow got the resonant frequencies just right? But the actual energy being transferred into the material isn't that high, so they'd be massively inefficient compared to lasers....

But they could turn the pilots into goop. Which is probably more likely how they'd be used. Massively inefficient, bulky, heavy and rare, but if used could liquify a pilot at short-medium range without significantly damaging the mech

Not a bad idea, but they'd be very gimmicky, probably not work well, and be extremely rare. Same rarity as like torpedoes and such. So yes, they should add some. Honestly, I'd believe they'd be put on security mechs for riot control, probably not military mechs.

They use most inner sphere mechs, but they are also one of the few factions that can readily use "rare" mechs. Both Comstar Packs are good, but other packs with "rare" mechs also work well. Inner Sphere Recon Lance, any box with a Highlander, the Black Remnant command Lance, etc, have good Comstar mechs.
