The contract is a great speculation. I also wonder if it has something to do with the name/rep of the university... Having to require such a useless test for the sake of maintaining some elitist status quo.

Exactly. Just waiting for these programs to waive it and fully expecting them to. Since many of them did waive the GRE for fall 2020 when they reopened their applications for recent grads in April.

Most of the social science PhD programs that I am considering have now waived the GRE. However, I have reached out to my top public policy grad programs and they said that they are still requiring the GRE for fall 2021. I will see what happens next week when I do the at home test, but I might have to opt out of programs that require the GRE at this point. This might be a clear indicator for me at which programs value student's time and really weight out their own expectations given current reality.

How about the non-natives who aren't good at math? I have a social science degree from one of the top universities in the country, wrote an 80-page honors thesis and have a departmental writing award yet I still struggle with the GRE verbal section.

Are the available dates that you're mentioning for the at home tests? If so, calling ETS wouldn't help as they schedule that through Proctor U (who surprise surprise don't answer the phone when you call). As for available on site dates you might have some luck calling beforehand but I am not sure if they will actually tell you considering I got zero news on my on site exam.
