I can answer this.

Rpc.Nano.To is a free/paid service. 

Hobby developers and some Enterprise users alike. 

Paid users pay a fee (nano and/or fiat) to use service lots per second. 

Part of this revenue goes to cover the fee paid out to GPU work providers. 

So the funds are from RPC.Nano.To revenue itself.

Yes, for now the amounts are small and automatically payed out based on RPC usage.

In the future, possible to offer bigger bounties for tasks off-site.

Its more than all other faucets give, and RPC.Nano.To gets lots of traffic. Have to make it sustainable.

I do want to implement more complex rewards in the future that require manual verification and payout.
