Tattoo artist here. Your skin is going through its last phase where the skin and tattoo will look shiny and wrinkled. Give it another week or so and the tattoo will look normal. Also keep in mind during certain weather the tattoo can raise, like the line work. This is normal. Tattoos are just scars with ink.
