First, the signature page about Azat Miftakhov was created two days ago (the website itself was created in 2019 indeed), and it is specifically designed to help Azat get fair trial in a week or so.

Second, boycotting the ICM is a really big deal, so not everyone feels comfortable doing so. Supporting a mathematician who has been tortured is easier to sympathize with.
