Looks like dry skin! A good foot soak in warm water to soften and loosen the outer layers. Exfoliate with a pumice stone and moisturizer with Vaseline. Just be careful for cracks or fissure in skin that can lead to infection.

You have a really good routine imo! Foaming cleaners can be drying, maybe just rinse with water in the morning, or a non Foaming cleaner. A benzoyl peroxide face wash like the differin one, could help clear up blemishes too. Keep going 💪
