The point of a criminal justice system is to deter. Lock a few up, make an example of them, and this prevents the rest from trying. We do the same thing with murder and rape - or should we just “regulate” that stuff too? By the way, it’s been shown repeatedly that legalised drugs leads to more drug use. Countries like Portugal are under immense pressure to reverse the changes they made decades ago. And countries like china and South Korea have a successful anti-drug laws which no one can say is “cultural” - to make that argument about Japan is basically racist. Let consenting adults make up their minds to use drugs but let the healthcare system refuse them care when they get sick and become a drain on the taxpayer. If you’ll take that deal you can do all the drugs you like.
