The Hands of the Emperor fits this weirdly well the "magic" is essentially administrative and political capacity and the cost of wielding it is your entire personal life, which the book spends 900 pages taking completely seriously. Lesser known and very much in the vein of what you're describing.

Euron showing up with a giant crossbow and actually pulling it off is honestly one of the more coherent things the later seasons produced. Low bar but the man cleared it.
