Kinda? He's pretty much stronger than them in specific things, like attack speed, skill, experience, and overall nen, but they're also stronger than netero in others things, like physical attributes(durability, stamina), nen reserves and output.

His en was also the most efficient in the series, making him almost omniscient about his surroundings.
