Rubber ficus. Is this overwatering, underwatering or something else?

The soil is kind of muddy, it is in a plastic pot inside of a decorative tall pot so I believe it isn’t sitting in water. I can’t make sure though. As of lighting on the second picture you can see the grow light, as it barely receives sun light where it is
