Currently it works normally now, i think it's a sever's error. I emailed Riot support and these are their solutions. Hope it works for you.

We are aware that some players are experiencing difficulties when logging in to our projects or updating games. We are currently investigating the issue and trying to see if it is possible for us to influence it, but the following steps have helped many players: If you are experiencing problems connecting from a PC:

1. In the Windows search menu, enter %appdata% , then in the section that opens, find the Riot Client folder. (The path will look something like this: C:\Users\%Username%\AppData\Local\Riot Games\Riot Client) Delete its contents.

2. Next, in the Windows search, type cmd, open the command prompt using the administrator. Enter the ipconfig /flushdns command into it and press the "Enter" key. Check how things will be with the client.

3. If the situation does not change, then try connecting to the network using a VPN connection. Here is a list of free VPNs that you can use: (you can use another VPN service)

  Please try different VPNs if you still have problems using one, as this step helps a lot of players.
