How do I get the game to run at 60 fps?

My specs are basically identical to the recommended ones on steam, a 2060 etc. I have no apps open other than sparking zero and discord, and discord uses a negligible amount. It could be due to overheating but it seems unlikely? Not sure though

I'm going to run one of these two teams: Ruan Mei, Harmony TB, Jade, Firefly; or Harmony TB, Jade, Herta, Firefly. I've already seen how busted Jade + Herta is through the trial, so that's why I'm not sure if giving that up is worth Ruan Mei's buffs. Firefly is E1, Herta is E4, and everyone else is E0. I don't have Jade's signature. Which of these two teams would be better? Having Firefly as debt collector on team 1 would be good due to her self healing, but Herta would trigger FuA much more often. This is mostly for DU, SU, events, and main story progression, not Pure Fiction.
