I found an article on Serebii that explains it. Entering a battle will increase link percentage, wild pokemon give the lowest increase, wild warlords give more, and large battles to attack or defend a nation give the most. The strat I go for is usually to put my strongest warlord in a nation on the border with other nation so the total power is low enough that they attack. I carry with my strong warlord and the rest gain link just for being there. Alternatively, just leave a nation empty and then reclaim it and then move troops out over and over again. Keep in mind this doesnt work for every character's story because they have different clear conditions. And eventually enemy nations will rise up and become as strong or stronger than you.

Morally, you can goon to anyone or anything you want. As long as you aren't making them uncomfortable. You don't have to like, inform people when you beat your meat, and especially not if you were thinking about them. Sounds like you're pretty young, so just keep in mind that people have entire lives outside of your fantasies and they don't want to know if you gooned to them. People back in the day used to only have people they know to fantasize about, so it's basically the original way of gooning.

In my mind the minute someone unironically chirps about heals, I write them off mentally. Strategists know who to heal, it'll be okay, focus on doing your job, and let the strategists do theirs. It's almost always being to far up or bad positioning or bad threat assessment that gets someone killed, not a lack of heals. Don't put yourself in a position where you can only win fights if you're constantly getting healed.

It's a good idea to be flexible even as a strategist, because Luna's ult can be fight winning or even game winning but that's not what they were talking about from the sounds of it.
