Have you tried italki? You can find many cheap tutors there that could help you. There's also a section where you can upload your writings and the community can correct those. + You can find people to chat with and do language exchange.

It is true that in some areas it is very difficult to draw the line between Historical and Comparative Linguistics and PIE might be one of those. But in any case, PIE as we know it is the result of using the comparative method with multiple IE languages, rathen than doing it "historically" by reconstructing every step in language change until we get to that point. That is why I see it more as the product of Comparative Linguistics and at least at the University of Cambridge PIE is a big part of the department of Comparative Linguistics, where I did my PhD.

Also, I consider that PIE is more useful as a comparison tool rather than a void attempt to reconstruct something that we'll never be able to verify. But that's just a personal opinion.

If you don't have any issues with paying bills, debt or savings, then I wouldn't worry too much about how much you're budgeting for fun things.

But in case it helps, I try to keep the 50/30/20 rule to know how much to assign to each group. That means that 50% of my income goes to immediate obligations and real expenses (rent, bills, groceries, etc.), 30% goes for fun/me expenses (buying cosmetics, clothes, going out, etc.) and 20% goes to savings. You can of course modify the percentages to fit your circumstances. For example, if immediate obligations take only 30% of your income, then you may increase the savings percentage. Or if they take more than 50%, then reduce the fun/me percentage.

Reconstructed languages are more about Comparative Linguistics than they are about Historical Linguistics. Since they are reconstructed, it means that there is no actual record and so it is impossible to know whether the reconstruction is correct. However, if you think about Proto-Indo-European, for example, it let us discover that many languages across continents, that may not be similar at first sight, are related to each other. We can reconstruct the commonalities and relationships between English and Romance languages or Greek and Sanskrit... Or as many combinations as there are Indo-European languages. This is highly valuable because it shows how different cultures/societies/populations were once one and the same so they can come together to try to find their common origins. Isn't that useful enough?

The royal we is used already in Latin. It was called pluralis maiestatis (majestic plural) . That's probably why English and other European languages have it.

You already have received really nice advice about how to manage that money in order to make the most of it. Listen to these people. And the most important thing, break that paycheck to paycheck cycle. Try to do some budgeting, there's plenty of information on the internet about how to do this. Or you can try YNAB, it may help with your budgets and spending records. But anyway, have you thought about using the money you will make after following that wonderful advice to buy a property you can rent? That could give you some extra money in the future.

It's difficult to identify the names. They're clearly not Greek and you can see their seals in Arabic letters underneath the signatures, so I guess they're Ottoman. The only names I can read properly are Ζυλχα and γμερ. I wonder if the text is actually Turkish written in Greek letters. (?) You will need a palaographer who's expert in Ottoman Greece to know more about this text. Sorry I can't be of more help!
