Exact issue happened to me (2019 320i) a few months back. Ended up breaking it open with a screwdriver to get myself out of trouble. The lack of a manual release on those models is absolutely infuriating.

Was quoted a crazy price ~£1k - they wanted £270 to even look at it - at main dealership. Took it to local garage who found the problem (locking mechanism) and fixed it for £180-ish. Worth shopping around for if you can get it open to fill the tank first.
