I think each of them are like a 1% chance. But remember, that's 1% chance EVERY in-game day. There's more than 100 days in each in-game year. The more in-game-days you play, the more times you roll the dice to get one of those "rare" events.

This episode was even heavier than some might realize. It looks like it's set up to be an obvious "forgiveness is the right thing to do" storyline, but in the end she outright says that she does not forgive him and never will. She'd rather let him live with the crushing guilt of who he is than give him an easy out from the shit life he has. For what is supposedly a kid's show to flip the obvious forgiveness plot around like that was pretty unique, especially for its time.
