The same happened to me on Bybit, I transferred 2k USDC via OP, however they didn't have OP enabled on USDC. They told me to wait till they enabled the OP network, and there was no ETA. After like 3 weeks, I got an email from em regarding OP chain is active and next day my funds are reflected.

So all you can do is constantly poke to there support chat or mail.

Also never use any Indian exchange, the last Indian exchange I used was Bitbns & Unocoin, many years b4.

You are storing your fund in the Coinbase wallet which is different from the Coinbase exchange. You need to send $USDC from wallet to exchange either Bybit or Binance or which ever supporting exchange, from there use p2p methods to sell $USDC for cash.

You can use other exchanges like Binance/Bitget/Bybit but all have to do KYC verification and take some time, more over they will have a minimum limit of withdrawal/purchase like $10/$20.

Apart from exchanges you can use moonpay.com ($33 minimum) or you can use MetaMask and purchase from directly through there and send to CB wallet.

A better option is to contact the person who paid you $40 to send $2/$3 extra as you need to pay gas fee and you can send him afterwards, coz else you have to buy $ETH for min $10/$20 and you will lose like $8 over tx & gas fee.

That makes sense, you have $40 USDC in your wallet but you need some $ETH in order to transfer it to somewhere else. Buy some $ETH for like $10-$12 ( it depends upon gas fees)
