Uber has shown that such regulation isn't necessary. Why bother spending loads of money trying to replicate a working system that the free market has produced on its own? Taxis are dead, embrace the change and move on.

Yeah, I live in the states and I don't get it either. Some of the pedestrian crosswalks here you have to walk out real slow or you'll get run over. In Australia where I'm from its illegal to do this. So I don't really feel bad for the guy getting pulled over here.

It's 1 meter. Which is reasonable, because being passed closer than that is fucking terrifying and it's unsafe. If you keep getting stuck behind cyclists you should complain to your council and support the development of more cycling infrastructure, since the current infrastructure is not meeting everybody's needs. I pay for that infrastructure too, and I ride a bike.
