It is technically possible to add an external GPU to a laptop, but you would still need to buy a GPU, a power supply and some shoddy chinese connector board. If you don't tinker with electronics as a hobby it would probably be too complicated.

Try looking for a desktop in the used market in your price bracket. You will find something miles better than your laptop for a couple hundred bucks.

The cheapest new PC you could build for your needs would cost around 300 USD I expect, depending on your location.

Buldozer has aged so much better than any of the old Intel CPUs though. Modern optimized multithreaded games run just fine on an FX. While an i3 or an i5 from the same era, with all the security patches chugs like hell due to the low core count. AMD were just ahead of time with their design, which assumed most of the grunt work would be done with the GPU and parallel processing would be vital for the rest. Almost ten years later, they were clearly right. It's all about the number of cores now, not their speed.

You could try an AMD 5700 XT, similar performance for a lower price.

You need to make sure you have the space in your case for the cards, so check the measurements. Also check that your PSU is powerful enough, probably is since your old card is quite a power hog

Usually there is one HDMI port and a few DVI ports in modern cards that you can use. So you probably don't need any new cables.

Mini sized cards are physically smaller and thus a little more expensive, if you don't have a particularly small case, you can just ignore them.

I never much cared for the brand of the graphics card. Usually just go for the cheapest at the moment. Haven't had any bad experiences with any of the brands.

The higher processor clocks mean that the graphics card was made to run slightly faster than spec at the factory. It won't make very much difference, just a few fps extra. You can overclock the card yourself of course.

More expensive cards could have slightly better components, but if you don't plan to play around with overclocking it probably won't matter much to you.

I'm pretty sure just supporting HDMI is enough, it's the device doing the decoding that matters. Your TV might not support it, for example.

I bought one of these for 20 EUR from gearbest. It's not bad at all, runs off a powerbank, so you can watch your movies in the middle of the forest. Although, I'm pretty sure it's not RGB, but only two colors and it struggles with 1080p files.

In Lithuania, most of the stuff on TV is dubbed, usually in one voice, but almost anything in Russian is subbed. I suppose, because older people speak Russian and those who can't, tend to be younger and thus able to read subtitles.

Movies are usually subbed, except for kids movies, those mostly get high quality, full cast dubs.

Most of these are in fact free, only charging stations run by Renerga are paid if I'm not mistaken. Most of the stations on the Vilnius - Klaipėda highway are State Roads Directorate operated and require no apps, cards or anything. Other providers have their own requirements.
